Application requirements:
·Have worked continuously in Shenzhen for at least 4 years

Policy advantages:
At present, only some regions in Beijing, some regions in Shanghai, Hangzhou, Chengdu, and the Greater Bay Area (Shenzhen, Guangzhou, Zhuhai, Foshan, Zhaoqing, Huizhou, Dongguan, Zhongshan, Jiangmen) in China have convenient policies for Chinese permanent residency applications.
Pit escape point 1: registered residence must be cancelled
Applicants who have been Chinese citizens must cancel their Chinese registered residence in advance. Retention of dual registered residence is an "invisible red line". Once found out, the application will be rejected directly.
Avoidance Point 2: Stop using Chinese ID cards

Application requirements:
·Have worked continuously in Shenzhen for at least 4 years
·Actual residency for no less than 6 months per year
·Annual salary income shall not be less than 680000 yuan (adjusted standard in 2025, a decrease of 140000 yuan from the original standard of 820000 yuan)
·The annual payment of personal income tax shall not be less than 20% of the annual wage income (i.e. more than 136000 yuan)

Avoidance point 1: Must meet the standard for 4 consecutive years, not calculated as a total
The policy requires that the annual wage income and tax amount must meet the standards within four years. Any fluctuations in income or insufficient taxation in any year may affect eligibility for application.
Avoidance point 2: Tax records cannot be interrupted. If there is a interruption in tax records or if the residence time does not meet the standard, the working hours need to be recalculated.
Avoidance point 3: When changing jobs, seamless transition is required. After resignation, the original work permit must be cancelled within 10 days, and work in the new unit is not allowed until the new work permit is approved. Try to keep the gap period within 30 days, otherwise the duration may be recalculated.

Important Changes (2025 Adjustment)
The original policy only required applicants to work for companies in Shenzhen, but now the policy will comprehensively evaluate their job and income situation, position, domestic and foreign graduation schools, and plans for long-term work in China in the future.
Avoidancel point 1: Educational certification is a key threshold
Overseas doctoral degrees require certification from the Ministry of Education's Study Abroad Service Center, which usually takes 1-2 months. It is recommended to prepare in advance. The certification materials need to be complete, including translated copies of degree certificates. Missing documents may cause delays in certification.
Avoidance point 2: The labor contract must be at least 2 years old
The new policy requires providing a labor contract of at least two years. If the remaining term of the contract is less than 2 years, it is recommended to renew with the company before initiating the application.

Applicable people:
Foreigners who meet the criteria for identifying high-level foreign talents.
Application requirements:
Recommended by the Management Committee of Shenzhen Qianhai Shekou Area of China (Guangdong) Pilot Free Trade Zone (issuing a "Recommendation Letter for Foreign High level Talents in Key Development Areas of Guangdong Province to Apply for Permanent Residence in China") or recommended by the Shenzhen Municipal Government (issuing a "Recommendation Letter for Foreign High level Talents in the Pearl River Delta Independent Innovation Demonstration Zone 9 Cities or Jieyang Sino German Metal Ecological City to Apply for Permanent Residence Permit"), foreigners can apply for permanent residence.
Recognition criteria:
·Serving as a senior executive or key technical position in an internationally renowned enterprise

·Overseas talents who bring technology, projects, and funds to Shenzhen for entrepreneurship

Avoidance point 1: Limited recommended spots
Recommendation agencies have clear quota restrictions, and recommendations are not made simply by submitting an application. Priority is given to key industries and leading talents. It is recommended to plan early and seize the quota.
Avoidance Point 2: Enterprise Qualification is Key
The enterprise must be a high-tech enterprise, a "specialized, refined, unique, and new" enterprise, or a key industrial enterprise. Confirm whether the enterprise qualification certificate is within its validity period before applying.
